1. Duplicate the base, and set it on Overlay.
2. New Fill Layer #481501, set it on Difference.
3. New Fill Layer #DED5D1, set it on Soft Light.
4. Now go back to the base and duplicate. Put it on top of all. Set it on Pin Light.
5. New Fill Layer. add this mask and set it on Lighten.
6. New Fill Layer. Add the same mask, but this time change it's color to red like this:
and set it on Soft Light, Opacity 70%
7. New Fill Layer. Add a brushe (anything you want). i added a text brushe.

That's all.

2. Go to, Layer -> New Adjustment Layer -> Curves. Setting:
RGB: Input: 208 Output: 190
Blue: Input: 146 Output: 191
Green: Input: 161 Output: 164
Red: Input: 204 Output: 177
3. New Fill Layer #EEDDCD, set it Color Burn.
4. New Fill Layer #061F42, set it Exclusion.
